After more than a decade of disciplined research, community organizing, and patient power-building, the Soul of the City Business Improvement District (BID) has officially been certified—marking a major milestone for
Congress Heights and a powerful affirmation of what sustained, community-led effort can achieve. What began as a long-term vision is now a fully authorized BID, grounded in trust, economic viability, and a shared commitment to stewarding place-based growth in ways that center local leadership and lived experience.

The Black Women’s Roundtable is a signature program of the National Coalition on Black Civic Participation (NCBCP) and serves as its intergenerational leadership development, mentoring, and empowerment arm for Black women and girls nationwide. BWR is widely recognized for its leadership in championing justice-driven and equitable public policies that center racial, economic, and gender equity.
